3、投标人资格要求
投标人应具备的资格或业绩：
1）如果投标人按照合同提供的货物不是投标人自己制造的，投标人应提供制造厂商的正式授权书（格式见《机电产品采购国际竞争性招标文件》（第一册））；
2）投标人须提供其开户银行在开标日前三个月内开具的资信证明原件或该原件的复印件(如资信证明中明确注明复印无效的则必须提供该资信证明原件，招标机构保留审核原件的权利)；
3）其他资格证明文件：
①投标人营业执照或企业注册证明复印件；
②外贸合同签约卖方原则上必须是原厂商或其代理商。若投标人为原厂的中国区代理商，且在外贸合同中以原厂的中国区代理商身份作为卖方，还应出具相应的销售资质证明；
③非中国境内的设备制造商或其代理商需证明其在中国大陆有分公司或者办事机构，提供服务保证。（提供售后服务条款，售后服务机构地址）
④3年内同系列IGBT静态参数测试设系统、动态参数测试系统国内装机量分别不少于5台，须提供中标通知书或采购合同。

3. Qualification Requirements For Bidder
Qualifications or Performance to Bidder：
1) If the goods provided by the bidder in accordance with the contract are not manufactured by the bidder himself, the bidder shall provide the formal authorization of the manufacturer (in the form of the International Competitive Bidding Document for the Purchase of Mechanical and Electrical Products (Volume 1);
2) The bidder shall provide the original certificate of credit issued by the depositary bank within three months before the opening of the tender or a copy of the original certificate (if the certificate clearly indicates that the copy is invalid, the original certificate of credit must be provided, and the tendering institution reserves the right to examine the original certificate);
3) Other certification documents:
1Copies of business license or enterprise registration certificate of bidders;
2In principle, the seller of a foreign trade contract must be the original manufacturer or its agent. If the bidder is the agent of the original factory in China and the seller is the agent of the original factory in China in the foreign trade contract, the relevant certificate of sales qualification shall also be issued.
